why are republicans allowing the Tea Party a chance to do a post SOTU rebuttal, when Sen Rubio is doing it?

are they feckless, cowards afraid of the Tea Party..

Update:

Rubio will give his rebuttal THEN Rand Paul will give his, as if rubio's is unworthy.

    Even if someone from the Tea Party does speak, wouldn't it be up to networks to allow for that time and not a political party? Or are you okay with politicians controlling what we see and hear?
