With two completely different statements, no witnesses and no police, an insurance company will generally side for their client.

Vehicle damages are also very telling, and the adjuster can sometimes look at the damage and "reconstruct" the accident, but not always.

Police reports don't set blame, they are merely reports of what happened. Fault will be the person who caused the accident, and that is determined by both insurance companies looking at facts, reading any reports, and talking to any witnesses. In some cases both parties share fault, for example if both were backing out in a parking lot, it would be a 50-50 fault situation.

the insurance company guys are not stupid/they examine all the views including the police report and the damages and come to their own conclusions/happened to me when a person said i cut them off/didnt hold water when the 2 vehicles were lined up/clearly showed she ran into me/let the adjusters handle it they know

The party that the police report shows at fault.
