My answer.....
I would say 2007 when UnderTaker won and I was on the edge of my seat hoping HBK would win one last Rumble, I was disappointed but UnderTaker is awesome and so was that Rumble, Not too mention when it was Taker vs Shawn at the end it's like they had a mini match inside of the Rumble. Great Rumble.
2004 is a close second and was a great match as well when Chris Benoit won. RIP Chris, we fault you not.

For me it would have to be between 2002 and 2004. Both of those Royal Rumble's were the perfect ppv.
