Any sort of explosive, other than small fireworks, are illegal to own without a license. It is illegal to own nuclear material. Between the two, the answer should be obvious.

Technically no, since a nuclear weapon is a simple runaway fission reaction. But having the necessary amount of uranium is illegal. Plutonium too but that goes without saying.

there WAS a case were a boy scout actually made a breeder reactor in his moms potting shed . he was going for his eagle scout badge . he used old radium scraped off of old watches and airplane dials . IT WORKED ! . although it produced only minute amounts of new nuclear material . the FBI came and took everything away . he had not registered the work with the government , before he started .

Not sure about that but possessing nuclear materials is illegal without a license.Weapons grade material is strictly illegal.
