Boy, you picked a narrow category. The one who comes to mind first is Patricia Barber. Much of her stuff is low/slow. Also pick up the soundtrack to Twin Peaks! Angelo Badalamenti's music is a perfect fit for David Lynch's hangover themes. And don't ignore Billie Holiday. Her romanticism is only overshadowed by her despair!
