Why can I see the blades of my fan better when its darker in my room?
So I have a table top fan in my room and when the light is on in my room the rotating blades just look like the normal black blur you would expect. However, when I turn the light of and just have my tv on I get the effect where you can see the individual blades and they look like they are turning relatively slow. What is the physics etc... behind that?

Your tv is acting like a strobe light. You are seeing flashes from the tv reflecting off of the fan. You are no longer seeing a continuous view of the fan's motion; you only see individual frames of the fan's motion.
