weight tickets in the army?
is this only if you're doing a DITY move, or do you have to have weight tickets if the army is moving your things as well?

Only for a DITY move. If the military is doing it, the commercial contractor will estimate the weight and they may check, but it is on them, not you.
Even if the Army is moving your stuff, you will likely have POVs and personal belongings. Get a weight ticket for those and you can get reimbursed.
