no.
you will be required to get a base pass every time you wish to come on base if the car is not registered to you or your spouse.

Most posts no longer require decal for cars. They decided it was a waste of money and was just duplicating the work of the DMV registration. Contact his post's welcome center to make sure, but all you should need to get on post is your dependent ID. The notarized DD1172-2 and a power of attorney for you to get your ID should've been mailed to you while he was at basic. If it wasn't, he will have to request time off from classes (not guaranteed to be approved) to take you to DEERS. If his post does still require decals, you will need a notarized letter from your mother giving you permission to drive the car and to treat it as if you owned it.
EDIT: MY first car when I was in was registered in my mother's name. All I had to do was show insurance in my name and a notarized letter of authorization from her to have the car.

If the vehicle is registered in NV you are not looking for a smog certificates or must change to CA registration except you wish to have to. All you need to exhibit at the base safety off ice is. 1. Military or Dependant identification. 2. Present registration and proof of insurance.

I thought decals were no longer required since the drawdown in Iraq and Afghanistan?
he would have to register the car himself on post, but as I said, I doubt they are doing decals anymore.

Military posts don't even require DOD decals anymore....they haven't for quite a while.
We have lived on three posts and none of them required one.

No. You have to produce registration, proof of insurance, drivers license and military ID that all match up. You would have to stop each time at pass and ID and get a one day pass to take the car on base. Or you could walk.
