that site says otters and seals... how can such small, weak animals kill a giant octopus?

Yes, besides the otters and seals, larger sharks and rays will prey on them.(smaller ones may become prey)
The only advantage the octopus has to avoid predation is its agility and camouflage, and their prey is largely crabs and other crustaceans and are sneaky predators themselves.
These cephalopod's are not as big as horror stories may have them,a seal could easily prey on these
