How do I set my iphone 4 to use wifi over 3G?

Like when I'm at home, I'd rather use wifi over my 3G because I don't want to use all my data. I know you can turn off 3G manually but whenever I do this I tend to forget to turn it back on when I'm out and about and it's kind of annoying to be honest. I noticed that when my phone is locked and I'm not using it, it turns to 3G and then when I unlock and start using it again it'll switch to wifi. Is there a way I can set it so that it always uses wifi over 3G at home, even when it's locked? Is there an app for that?? lol

    It's not using data of its locked and asleep. Make sure you close any programs you aren't using as well.

    There has to be an app for it. Lol
