Annual plants die out during the adverse season (that's generally in winter but in hot arid environments that would be in the summer). They can quickly recover when favourable conditions allow their dormant seeds to germinate.

Perennial plants can pull through the adverse season consuming the resources they stored during the vegetative season. Once the conditions are favourable again, they can use what's left of these resources to quickly put out fresh leaves and go back to their top productivity level.
