I set up 10 gallon tank?
Everything running,filter, heater, lights, gravel, plastic plants ... i use water softener pillows got water just between hard/soft also level PH level is neutral, when i can i start buying fish ?? 1 week time ?
water is only 1 week old ... my question is ... when can i put fish in tank .... how long do i wait

You should really cycle the tank before adding fish, which will take 4-8 weeks and starts after you add a source of ammonia.

no 4-6 weeks is when the nitrogen cycle completes and the bacteria are established. you're going to have a LOT of deaths if you buy fish before this period, especially after only one week, trust me. you might be like, oh they look fine and happy after like 10 days or something, but the nitrate and ammonia spikes will definitely kill them after a month or so, and you dont want your fish to live for only a month..do you?
might be tempting to get fish, but patience = best results later :)
also, you might want to get live plants to help with the cycle, as they use up nitrates.
then can be "grazing" food for your fish as well (depending on the type of fish), so if u go on long vacations u wont have to worry about feeding them.

You can wait forever, and the tank will never be ready. You have to cycle it. This requires participation, you don't just let it run empty, that just wastes electricity.
Go get some beginner's aquarium keeping books, you have a lot to learn yet before you try keeping fish.

You really dont have to wait. I just completely cleaned my tank and replaced it with all new water then i put my 2 old fish back in right away after everything was ready. Then i bought a new gold fish and that was 5 days ago and my fish are fine. You should be perfectly safe putting fish in it. Btw i recomend maybe buying albino cory catfish they are only like an inch long and look cool live long and are very easy to care for. Also they are non aggreasive and will clean bottom of tank to

Try looking for a small fish store where the fish are normally cheaper..if not go to petco
