On YA, "In voting" means that the time people may answer a question is over and the community is selecting a best answer because the one who posed the question did not chose a Best Answer.

If you click on a question that is "In Voting" you will see that it (with the related answers) is now in a different format. You can then vote for whichever answer you think is best. The answer with the most votes gets 10 points.
