To be completely honest with you, its almost impossible to get yourself on a "perfect" routine in college. I'm graduating this year, and even in my final semesters I didn't have it all together. It depends on the kind of classes you are taking and how much work they require to determine how much time you have for everything else in your life. My advice is to do as much homework as you can during the week so that you have the weekend to yourself to socialize. As far as being active, its very hard. I used to sit at my desk for an hour working on an assignment or reading textbooks. Then after an hour I would find a good "stopping point." I would go for a walk around my block (in the nice weather). If it wasn't so nice, I would walk around the house for 5 minutes. Then I'd go back to my work. Just that little bit of time away from my books really helped to keep me focused.

Goals. Set some goals for yourself. Interact, participate, and join clubs that suit your interest. A simple goal is get your work done to focus on your college work is go to a local library, school library, or a quiet place that has no distractions. Isolate, yourself from anything that distracts you.
