Which do you want ?
You can have a camera for $200 (not very good).
You can have a good camera (substantially more than $200).
You can have a dual-screen camera (bad, but you pay extra for a stupid gimmick).
Work out which you want - the best in your price-range are probably the Fujifilm S4250 and its stablemates. If you forget the dual screen, you might get away with it.

The only dual screen camera I know of is made by Samsung. I wouldn't recommend one of their cameras to my worst enemy.
