What is the simplest and cheapest way to set up a captive portal on a cafe's public wifi?

Would like to create an easy-to-update splash page and limit internet usage by patrons to 2 hours per purchase.

This is the ONLY router I have found with Captive Portal options.

So far, this is the simplest option I have found. Looking online, others are also frustrated with the complexity of implementing CP. It should not be this difficult. There are plenty of paid services, but it seems unnecessary for what the cafe wants to do.
