Is continuous staring to any particular girl is a crime?

Is continuous staring to any particular girl (unrelated and stranger) is a crime while -

1. The Girl is very beautiful - or -

2. The Girl is dressed to kil with body exposure - or -

3. The Girl is dressed provocatively but not exposed.

Thanks for the answers. I agree that its not right to stare.

However a girl comes on road with unnecessary exposure or provocative dress to SHOW only !

Why it would be rude or immoral if I look at them !

    Legally it may not be a crime.

    But morally it is wrong/crime/indecent.

    Will you accept someone doing same thing to your wife/daughter ?

    Not at all. But it's unnecessary to do so without any Reason. Staring at someone may feel that person awkward, even U may feel the same.

    I'm not sure where you live, but in America it isn't. It's very rude, though and most women don't appreciate people/men staring.
