Why won't DVD-RW's won't play on my computer?

I have a number of DVD-RW's that I've recorded TV programs on and I can play them on my TV using the same Toshiba DVD recorder/player but none will play on my Dell Laptop Studio 17 w/Windows 7 or on another Dell Laptop 1520 with the previous version of Windows. What can I do to view these on my computer?

Also, if I want to record over some of these DVD-RW's what do I need to do erase the old stuff??

Update:

I downloaded VLC on both computers and neither would play the content on a DVD-RW that I know has information about Frozen Planet. I don't know what Codec Packs is...any more thoughts?? I'll use your advice about how to erase or re-format the DVD using the computer.

    What are you using to play the DVD-RW on the computer. You can try VLC Media Player. It plays almost any format you throw at it. If you want to stick to the player you're currently using, you will want to download Codec Packs

    To erase the DVD-RW

    - Insert the DVD-RW into your DVD tray

    - Open Computer

    - Right-click on it

    - Format
