No they do not have the same opinion at all. That is why the American system is based on Locke, the French system reveres Rousseau, and Hobbes' ideas went no where.
Yes, there is a contract, and you can opt out of it (for the most part) at any time in this country, but you won't have the protections provided by the government, which of course is the end result of the contract.
