Dirty neighbors,no power & water,power generator is loud & always running, unsanitary conditions?

Hi I really need some help.I have been dealing with my neighbors for way too long now.It's been about a year now, that they have no water and no electricity in their house.They have people coming in and out of that house (drug deals). They have this power generator that is beyond loud & it is turned on ALL DAY & ALL NIGHT.The only time it is ever off is when the generator runs out of fuel (thank god).I know it bothers the other neighbor that lives on the other side of them too.

One thing that is bugging me even more is the fact that they have NO WATER.It has been about a year since I've noticed they have had no water & power, they said they couldn't pay the bill anymore so they aren't going to pay because they owe over $7,000 in water & power bills.What is even more strange that, although disturbing to think about..but where do they go to the bathroom?I don't even want to know sometimes but I'm scared to know that they probably have a huge hole dug up in the back where they do that business.Another neighbor had told me that he has gone inside their house & said that the stench in there is UNBEARABLE.

Plus they are so filthy now that I have started finding mice around my home, I know that for sure these rats have been showing up because of my filthy neighbors.I am so fed up with this, they are living in VERY UNSANITARY CONDITIONS.What bugs me more is that every time a social worker or the police show up, everyone who lives at the house lock themselves up inside the house & won't answer.Eventually the police & or social worker will leave and do nothing about it.

Who can I contact in the LA county to address this issue.I can't have mice coming from their filthy home into mine & the noisy power generator is enough too.
