National Guard officer to Active Duty?
I've been offered a three year Army National Guard scholarship through ROTC. Since financially my situation is untenable, I'm all but determined to take it. However, I was truly hoping to serve Active Duty. After I finish BOLC, is it possible for an Army National Guard officer to put in for a transfer to AD? If so, what can I do to maximize my chances that it is approved?

Very unlikely. With the military drawdown, it is extremely difficult for enlisted to transfer from Reserve/Guard to active duty. It is even more difficult for officers.
You can go for an AGR - Active Guard Reserve position that would put you on full-time status.

Take the reserve or guard cost then volunteer for deployments or different energetic accountability possibilities. I even have met reservists who've been activated very almost non end from 9-11 earlier as a results of fact they shop soliciting for greater. good success
