There are cheap cafes, but none of them are "nice". The area around County Hall is a complete zoo of tourists

Not really possible to find a nice cheap cafe in London. There's a Sainsburys supermarket 10 min away that is reasonable, and there's a pub in Lambeth High Street that is famous for serving good lunches. Yes, I know that sounds vague, but Lambeth High Street is peculiar - no shops, and just the one pub in the middle.
When seeking a cafe in London, the supermarkets are the safest bet.
