Cat supplies in my budget?
Today I'm getting a tabby kitten, about eight weeks old. I only have a little over 30 dollars...is it possible to buy a litter box, litter, kitten food and a cat dish for under 30 dollars, at least enough to last him the week?

Yes. Just get the food, the box, and the litter for now. You can feed him out any regular bowl as long as it is glass. Just not plastic, because plastic covers the scent.
Remember that you will need to pay for lots of vet visits during this kittens first year. If you can't afford the vet costs then don't get the kitten.

Yes, it is. :) Kitten food will be most expensive. Wal-Mart and/or Dollar Tree should cover you. Litter pans are about $2 at Wally World & you may be able to find one at Dollar Tree, too. Kitten food is about $7-$8, depending on the brand & where you live. Bowls can be found at both places for cheap, & litter is about $4 or you can get a tiny bag at Dollar Tree (they don't always have it in stock, but most times they do) & since he's a kitten, it should last a week.. or you can just buy 2 for $2! :) You would even have enough to buy him a toy or something nice. Wet food is also pretty cheap & a nice addition for kittens to eat along with dry.

Yes, go to Petsmart or Petco (get DECENT high quality canned and dry food (kittens/cats need to be fed more canned then dry).
But you will need more then those few things! You will need a carrier, tall scratching post (minimum of 4-5 feet tall), nail clippers, flea comb and toys.
