Definitely a HD 7950, its a great card, the GTX 660 Ti performs on par with the HD 7870. The HD 7950 on the other hand, in terms of performance is equal to a GTX 670 and can be overclocked to match a GTX 680 in some cases.
And also, benchmarks mean nothing, because you don't know what CPU they have, it might be bottle-necking, you might not necessarily get the same performance that is given in the benchmarks. Nowadays, its become a battle of drivers, AMD releases new drivers, then AMD cards perform better than their competition and the same goes with Nvidia, benchmarks are fine but don't just rely on a single benchmark, look for the benchmarks in many different games and the games that YOU will be playing. Because whats the point if the games that you want to play actually don't run well on the card that you have ?

Get the 7950. A lot of old benchmarks compare it with the 660 ti and say it's slower while the newer AMD drivers give a really good performance boost. Definitely the 7950.

Go with the GTX 660 ti.
