It seems many conservatives think tax cuts for the wealthy is the only thing that needs to be done.

A recession ends when the things that caused it, are cleared enough out of the system as so not to impede economic growth. Bush bashing, as any legitimate excuse for the economy, ended then. Normal American recoveries from recession start, sharply, soon after the recession is over. The recession was over in July 2009 and what little recovery there has been has been any but sharp.
The lack of recovery lay with Obama and his whole Progressive political philosophy of how he THINKS economies should work. It's a mindset that thinks government is the key to prosperity and the private sector needs to "partner" with government, being some sort of outlet for government policy. There is a great distrust of the private sector. This feeds the great onslaught of regulatory red-tape spewing out of Washington, turning business into pack mules for the government Progressive agenda instead of allowing them to be thoroughbred racehorses.
Conservatives HAVE been trying to do something. In 2009, they were in the back seat of the economy car, unable to tell the driver what to do. Even then, they offered an alternative to the push for Obamacare, using free-market solutions. Interstate competition of healthcare plans, health savings accounts, tort reform and portable health care plans were all parts of it. After the 2010 elections, when Republicans retook the House. They offered workable, reasonable budget proposals that also took on the great expense of the entitlements (60% of government spending). These too, also offered free-market reforms to make them more cost-effective, flexible, efficient, less wasteful, more accountable and more attentive.
They also have been submitting DOZENS of business-friendly bills to spur the economy. A number of these allowing government shackles to come off the fossil fuel oil boom that is straining to happen. States that aren't effected by the federal government restrictions are experiencing boom times with good wages and very low unemployment. The Senate has been siting on these bills and only is NOW, after 4 years, finally putting together a budget.

"Are cons going to grow up and do something to save the country?"
We're already above the legal voting age, and we're voting against Democrats as often as we can, so if you could stop voting for Democrats, that'd be a big help.
