Can I recieve Social Security DISABILITY without enough quarters?

I am 58 and have been totally disabled for about 20 years. Most of my working years were under the Civil Service Retirement System, which does not count for SS. Because I would apply for disability only, does this change the quarters requirement?

    Since you are a government employee, I dont know. You dont need 40 quarters of Social Security credits for disability, just for retirement, but your SSD benefit might be very small. The federal government probably has its own disability plan. My sister was a state employee and that is what she did until she reached full retirement age, then got regular Social Security retirement.
