What needs to be done with: Foreign person's us source income subject to withholding?

I've received this form from Amazon Digital Services for book royalties. "Foreign Person's US Source Income Subject to Withholding." Do I need to declare this to Inland Revenue (the NZ IRS). What will they do with it? Was I supposed to declare it before the financial tax year ended? Because it ended yesterday...will I get late filing fees?

Update:

If I owe the US a tax return, how do I do that? And what does this mean? Ahhh so confused. I actually work with taxes everyday and I still don't understand this.

    They mean they withheld US taxes because you owe the US a US tax return. It may or may not have been reported to NZ, probably not.
