My new boyfriend is at work outside tonight and he texted me that he is cold and wet. how could i cheer him up?

Get him a change of dry clothes, an umbrella, a heating pad, and some warm dinner. You'll make his life right there, and he'll probably want to marry you on the spot.
EDIT: See that you can't go to him. Well, really all you can do is text, call and let him know you're thinking/concerned about him.
