Why do all the windows updates remain after doing a cumulative update?

Cumulative updates, or Service Packs do indeed replace any individual updates installed previously. Unfortunately Windows Update does not delete the previous updates so we are left with tons of individual updates listed. As Microsoft would say, this is by design. You can undo a service pack and still have the previous updates - which is probably a good thing.
