How can you edit an existing picture to your desired specifications?

How do you edit a picture to a desired pixel size and format (Jpg,ping,gif etc.)

Is there a free software available.I am looking for a basic method not an advance and complicated one.

Actually I want to make a picture of 111x74 pixel within 5 MB size.

My requirement is to make an existing picture to my above specifications.

    There are many free websites like Image Optimizer, Web Resizer, Image Resizer, Shrink Pictures to help you create smaller images. These products can also help you convert images between different formats.

    Anyway, answer to your question is - Use Microsoft Office Picture Manager.

    Click Edit, and then resize.
