Laptop requirements for Skyrim and steam?

Heyy, I'm a little new to the whole Skyrim not on a console thing here so I need help. I'm planning to purchase a laptop but I need to know if it meets the requirements of playing Skyrim and downloading a lot of mods and so on. I plan to play a few other games but this is the main one. Here are the laptop details and remember I know little about them:
Hard drive: 500GB 5400rpm
Processor: AMD Brazos E450
Processor Speed: 1.65Ghz
RAM: 4GB
Graphics: AMD Integrated Radeon HD 6320

Also runs on Windows 7 Home Premium_64bit. Would appreciate to know if this will allow Skyrim to function well or any specifics need changed. Plus, how does the mod download thing work?? Do you download them and they just work within the game when you start it??

No, is the simple answer. You should have at least an i5 quad core or dual core i7, with GT 660m or higher graphics for the best performance. Don't get an AMD processor.
