Can PAN Card be taken as identity proof by any private Entity?

I run a meet up group. For identification of members, I ask for PAN Card copy and Original for verification. I wanted to know, if, I can ask for it legally. As someone in the group protested staying you cannot ask it as per Income Tax laws. If you do, so then you are punishable.

I am not asking from organizational point of view, it is not important if it is in your bye laws or not.

But my question is, I can ask for it legally? if i do, then is it punishable under the relevant act?

( All, I mean is, does income tax department has objection to any one (especially, private entities) asking and possessing some else's copy of PAN card as a proof of identity?)

    You need to amend your bye-laws where you can incorporate the clause that PAN card self attested to submitted as pre condition for enrolling the membership.

    Your Members saying "That you are Punishable, if You Pan Card" is Wrong.. No Section of Income Tax Nor Rules of Income Tax Says that it is Illegal to Collect Pan Card..

    For Identification of Members,, You can Also take Pan Card, Driving License, Passport, Voter Id, Adhaar... All these Four are Government Docs & Works for you for same Purpose of Identification..

    If any of the Members says they dont want to Give Pan Card,, ask them Others like Driving Licese, Passport, Voter ID or Adhaar..

    But if you are so specfic about "Only Pan Card" as Id Proof,, then Legally you can do in this way,,, if Your Met Up Group (Association) is Registered,, Put a meeting,, Pass a Resolution with majority members Concent,, that "No member shall be Joined in to Our Association, Unless he Produces Pan as Id Proof"..

    Then No Body has Right to Deny,,& You will have Legal Right to ask them & if they dont Disclose. You Can simply deny membership

    You can ask for it, but you cannot REQUIRE it. If there is no financial transaction involved, they have the right to deny the request.
