chrome os may be affordable but unless u use the internet 100% of the time and never install 3rd party programmes or programmes at all like itunes, firefox etc then yh go for it. cuz u cant install anything on it its a cloud based os unlike windows u cant even install another browser or ms office u have to use chrome and ur stuck with their version of office which is very very basic. u cant install vlc media player or paint or whatever else.
windows is not cloud based and u can install programmes on it. windows 8 however is abit different in terms of usage as its abit more getting used to due to the start menu being replaced by start screen which is a enlarged start menu u still have a desktop if u want it though or u can install classicshell which bypasses the start screen and brings back start menu. if u dont wanna spend to much may i ask will ur dad be playing any games or just use for general stuff like office and internet.
for normal use then you can get something with intel celeron which is alright not the best and pretty low performance or for a tiny extra amount a intel pentium and around 3gb ram+. for gaming and video editing then he will need a intel core i3 minimum and dedicated graphics and 4gb ram+. when i say games i mean games u install not internet games i mean games such as bf3 but i doubt hell be playing games lol so intel celeron preferebly pentium and 4gb ram make sure the cpu speed is 2ghz+ for intel celeron and 1.8ghz+ for intel pentium for decent performance and for it to last a while
plus your dad can just install google chrome on windows so he will have a chrome os in a way and chromebooks require internet access to use the apps as there all web based

I definitely recommend the Acer Chromebook! There are some programs on Chromebooks that aren't supported, the biggest one is iTunes, so if you want to stick with the Chromebook I'd go with the Acer, however, I think you should stick to Windows. Chromebooks are more of a light, tablet-like software that's kind of internet based, so if that's okay with you then go ahead and get one. The battery life on them is great. If you're interested in Chromebooks because they're good for their price, there are also some good Windows laptops out there that aren't pricey at all, like the HP Stream. I hope this helped :)

Yeah, i'd go for something with windows.
Chrome OS is definitely something you don't buy for someone, because its only something a select amount of people will like or even understand at this point.
