Are there any groups on facebook specifically for your area? There are a few horse&tack for sale groups and a "pony sale" group where people do nothing but post horses for sale.

Honestly, the first place I would go would be online such as equinenow, equine.com, dreamhorse, horse clicks, etc... but if that isn't working...
