Yes. You can do it easily. If you know photoshop then probably you would not have asked this question.

Simplest thing would be open Microsoft Picture Manager and crop the picture as per your requirement an save it as you like.

If want to save it in PNG format then open the picture with MS-PAINT. Then save it as PNG format or JPEG or GIF format.

Then open it in Microsoft Picture Manager and crop it. The format would remain the same as when you opened it.
