Do Filipinos look strangers in the eye?

A bit of a strange question...

One of my best friends is Filipino. I noticed that when we first met, she didn't really look me in the eye. At all. I also heard that some cultures believe it's offensive to look "non-family members" or "non-friends" in the eye. Is this true?

    Most kind-hearted Filipinas (a female Filipino) in other countries or dealing with foreigners, believe or not, has the inferiority complex. Thus, most of them can't look at stranger's eye. This insecurity are caused by appearance, lifestyle, language, or in this case, race. However, this only lasts during first and second meeting when getting to know a new acquaintance or friend.

    I believe your Filipina friend was just shy and being too concious that she can't look straight into the eye. When you first met, I believe she was just thinking "Oh dear, I hope she/he'll find me as a good friend, regardless the color of my skin or the way I talk."

    I look at strangers in the eyes specially when they are talking to me but I don't stare at them strangely. Looking and staring are too different things.

    that's the dumbest thing i've ever heard, lol! i know lots of filipinos and they can look me in the eye just fine.

    the reason your friend didn't look you in the eye is because he's shy. and in some cultures i guess it is, but if you live in the US i doubt that's why.

    Could be a cultural thing.

    It's considered rude to stare in most cultures.
