Why wasn't New Mexico more free under Gary Johnson?

Gary Johnson was Governor of New Mexico from 1995 to 2003.

    I am not sure, I do not live there nor do I own land there be certain however If in CO where I do own land they force me to cut timber as was done in NM I will immediately sell All my land in CO to a particular oil CO who have made me several offers over the last few years.
