To me, it depends on what it's a tattoo of. It can look cool, but sometimes it just looks unfinished.

I think if the tattoo is small then it can look very cute and simple.
If the tattoo is large, however, it can look like it's unfinished. I once asked someone when they were planning on finishing theirs because it was the outline of a snake around their arm (rather large) and that can be a little embarrassing for both parties.

Most people have tattoos like that because they don't have enough money to fill it in. But I think they look cool on "Occasion"
