Why am I constantly prompted to update my Flash Player..?
.. and when I do, it has no effect. Done it many times without result. Getting ennoyed as it hinders me in many actions like uploading pictures to FB albums..etc..

it sounds like you are keeping some other part of the system artificially behind in updates. what this does is part of the update procedure is to UPDATE the installation and removal parts of the software, unfortunately these will rely on certain microsoft products that are used by developers such as Dot Net. so if you are behind with Dot Net the installation parts dont install, therefore you dont get the newer flash.
the best way to sort this out is to make sure you have at least Dot Net 3.5 and then uninstall flash completely, and then go direct to the adobe site and let the webpage decide what version of flash to install for you.
this also seems to have occurred since the introduction of CHROME which Embeds Flash.
give it a go, or at least completely uninstall it, and go direct to the adobe site yourself to get flash

it sound like you had some kind of malware infection. had on my old gateway i3 desktop until I did a full system scan and reformat my hard drive.
just make sure you recognize the prompted is legit. or
you can try to do a manual update of flash player through adobe website. don't click on the prompted, it might be misleading.
