You are right, not everyone is God's child.

Only those who want to be and accept/ believe in Jesus Christ as Lord and Savior ,and believe that He died for their sins become a part of the Kingdom of God/ family of God.

Jesus made it clear that some people are children of the devil. (John 8:44)

Adam and Eve were formed from the dust of the ground and Yahweh breath into their nostrils at birth and they became living soul. What was created in them was the holy spirit from Yahweh so Yahweh can talk and communicate with them because Yahweh is spirit and cannot talk to our flesh. But when they sinned, that spirit was gone.

Christ Jesus made it available and it was given to the 12 apostles on the day of Pentecost. It is not automatic when you are born. So we are all dust until we are born again of Yahweh's Spirit.
