What would the relationship be?

If I had kids and then my brother had a wife and she had a brother. How would my sister-in-law's brother be related to me and my kids.

No relation to you. Not by blood and not by marriage.

However, your brother would be Uncle to your kids by blood, and he would be Uncle to his brother-in-law's kids by marriage.

If you want, the kids can still call themselves cousins, even though they are not really cousins. If they are under 10 years old, it's fine.

Well as she is his wife that means she is part of the family that is why you call her sister in law, so if your sister in law has a brother who has kids then they are your kids cousins I think..
