Well, she waved at you, so she definitely notices you! (which is a good thing). You'll know if she likes you if she talks to you all the time, blushes when you talk to her, smiles, or laughs at your jokes even when they aren't funny. She'll start to look at you, or look for you in a crowd. Try to be more courageous and start talking to her more often. If you can, get her number and text her. If she starts texting you a lot, great! If she doesn't, don't worry, she might be shy and afraid that you won't answer, or unsure whether she should text you or not. A wave could mean anything. So I wouldn't think about it too much. Maybe she was just being nice and saying hi or may she is trying to get your attention. It's really hard to tell, but again I wouldn't think too much of it.
