Where can I find a programmer who can customize my software?

I am having a programme which I need to work in my pc background (autorun 1 instance on loop) with its functions activated....

While I tried my hand with vbscript and autoit to get it done myself but the world of software programming is too much for my peanut brain I suppose. Sope I just decided to get it done by some one else...with expertise...in programming.

Any links where someone scripts programmes for free or for money?
