Can mobility of holes be negligible in a semiconductor?

Hole/Electron mobility is only a method of analysing the way semiconductors work. In most models the holes are fixed while the electrons migrate. In a positive flow model (current flowing from positive terminal to negative) you use a moving hole model.
However in actual fact there is very little mobility of electrons and there are no holes at all and the electrical signal is handled by photon exchange between electrons in the conduction band.
