I want to go to Taiwan, can 2 persons live with TWD 21,000 for 4 days 3 nights?
If the following is included
-Travel to common parks, museum
-Basic food (traditional chinese restaurants will do)
-Guest house
We won't go shopping and we just want to experience taiwan culture.

That's plenty for 2 people.
Avoid the fancy sit down restaurants and head into the night markets to experience how real Taiwanese eat. The price for a single person at market might run you at most $500 NT per person per meal and that is only if you are really stuffing yourself. Realistically, you will get plenty of food for around $250 NT.
Most tourist attractions are less than $500 NT per person as well. In fact, the only thing I can think of that is $500 NT is the ticket to the top of Taipei 101. Everything else is cheaper.
Lastly, if you did want to do some shopping, the night markets will offer lots of awesome stuff for very cheap prices. Check out Shilin Night Market or Shida Night Market in Taipei. Don't forget to negotiate a little bit because if you aren't Asian, prices will tend to be inflated.

Yes. NT$21K should be plenty enough to enjoy a few days in Taiwan, as long as you don't stay in the NT$5,000+/night hotels.
