No, your Internet Service Provider can see: where you've been, what you have clicked, how long you were somewhere, what you have downloaded. They can't see what is on your computer. The Police would have to ask your ISP for that info, they would have to have a valid reason. Btw, your ISP most likely deletes your info every month or so.

Is it possible for the police or some other person to remotely access your computer? Yes
For the police to do this it would require a wiretap order (that runs around $40,000) needless to say the police only do this in the most serious of criminal cases. Often times it would also require a special team of agents to penetrate your house - when you aren't home and then physically access your computer. The one night operation would cost them another $10,000 and with police budgets the way they are - that pretty much only happens if they have a darn good reason to think you are an islamic (lower case i to show my disrespect) terrorist.
No if your ex downloads a simple virus on your comuter from a thumb drive, they can view it as well.

All these answers are crap from people who don't understand technology.
Can they? Technically. But let's not even focus on the legal red tape, and instead focus on the fact that in order for them to do that, on a windows machine at least, it would require your computer to have specific software installed, software that you most likely have not put on your computer. It would require them knowing which computer it is. It would require them to know when you were logged in, but not using it in order to freely access your files, else all they could do is watch you. It requires them to know passwords.
While it's possible, it's not as simple as the cops pulling out the 'special cop laptop' and hacking your ****.

Perhaps some very large agencies have that capability. However it would require a warrant.

If they have a warrant, they can. If they don't have one and they still spy on your internet browsing, it's a violation of the 4th amendment.
