Important Yahoo notices are sent in Chinese characters - I speak/write English and in the U.S.?

Yahoo Notices such as "Password Change" are sent to me in Chinese characters, even though my account settings are set to United States/ Pacific Standard Time. Other Yahoo Notices that are less important, such as "Yahoo Upcoming is ending", are sent in English. This is the only time Chinese characters are sent - it's done this for a long time, so it's nothing new. I just don't come across it until I change my password or something to do with my personal information.

How can I do something else to set it to English? I did the Profile/Account Settings/Set Language and Time.

On a side note: thank goodness for Google Translate, I can translate the pages to English.
