animation software! is there a package I can use to do this?
Please don't just throw names of software packages at me. I definitely won't buy them if you don't read and answer the question.
I want to scan a drawing of a character I will create and add dance moves using standard choreography notation, and see the character do that dance on screen. Kind of like a vocaloid for video.

why are you people so thick? You don't just scan a drawing into a computer and 3d program automatically make the character for you. You need to model the character yourself and then learn how to rig the character then make the thing move.
No software will do all the stuff for unless learn how to program and make the software for yourself. if you think a programs gonna do that then you;re living in a fantasy land

I don't know much about animation, but maybe you should check out Blender.
It's free and open source and cross platform. Looks pretty complicated to me, but ive never done much other than take a 1 semester 3dsMax class.
I've seen some great stuff on the internet that came out of blender. You can youtube "Big Buck Bunny" or something like that. That entire film was animated with open source software. Also, "An Elephant's Dream".

No. Most animation programs such as Flash or Blender have ways to create characters in the computer then use splines -- skeletons in essence -- to animate them but not using dance notation. I would recommend using Flash if you can afford it or Pencil:
