I think the most effective way to cause distrust between religions and nationalities is to commit an act of violence while loudly identifying yourself as a member of one group. It pushes the psychological buttons for inter-group conflict in people's minds.

Which is why it's important that when such an act happens that people from all groups come together and denounce the perpetrators.
