HELP, I need to find the Cartesian equivalent of the pair of parametric equations: x = 4cos(theta) – 2, y = 4s?

I need to find the Cartesian equivalent of the pair of parametric equations: x = 4cos(theta) – 2, y = 4sin(theta) + 5.

Also how would you draw a graph of this?

    Cos and Sin are the parametric forms of a circle or an ellipse. The coefficients are both the same so it's a circle with radius 4. It becomes (x+2)^2 + (y-5)^2 = 16
